Section 17 – Orders and regulations
62.This section provides that the powers of the Welsh Ministers to make orders and regulations are to be exercised by statutory instrument. When doing so, the Welsh Ministers can make other provision in order to give full effect to those orders or regulations (such as dealing with transitional matters).
63.Orders under sections 2, 14 and section 16 (where it modifies the text of an Act or Measure of the National Assembly for Wales or an Act of Parliament) are subject to the affirmative procedure, as are regulations made under section 7.
64.Any other orders made under the Act are subject to the negative procedure.
