The validity of an act of an individual as Commissioner is not affected by a defect in the appointment of—

any member of the advisory panel.

The validity of an act of a person exercising functions on behalf of the Commissioner is not affected by a defect in the appointment of—

that person;
b
the Commissioner;
c
any member of the advisory panel.
