44Rheoliadau

(1)Mae unrhyw bŵer gan Weinidogion Cymru i wneud rheoliadau o dan y Ddeddf hon yn arferadwy drwy offeryn statudol.

(2)Ni chaniateir i reoliadau uno a rheoliadau o dan adran 10 neu 11 gael eu gwneud oni bai bod drafft o’r offeryn statudol sy’n cynnwys y rheoliadau wedi ei osod gerbron Cynulliad Cenedlaethol Cymru, a’i gymeradwyo drwy benderfyniad ganddo.

(3)Mae offeryn statudol sy’n cynnwys rheoliadau o dan adran 24 neu 35(4) yn ddarostyngedig i’w ddiddymu yn unol â phenderfyniad gan Gynulliad Cenedlaethol Cymru.

45Dehongli

Yn y Ddeddf hon—

  • mae i “adolygiad cychwynnol” (“initial review”) yr ystyr a roddir gan adran 16(2);

  • mae i “awdurdod cysgodol” (“shadow authority”) yr ystyr a roddir gan adran 2(7);

  • mae i “awdurdod sy’n uno” (“merging authority”) yr ystyr a roddir gan adran 2(3);

  • ystyr “y Comisiwn” (“the Commission”) yw Comisiwn Ffiniau a Democratiaeth Leol Cymru;

  • mae i “dyddiad trosglwyddo” (“transfer date”) yr ystyr a roddir gan adran 2(8);

  • mae i “newidiadau canlyniadol perthnasol” (“relevant consequential changes”) yr ystyr a roddir gan adran 16(3);

  • ystyr “y Panel” (“the Panel”) yw Panel Annibynnol Cymru ar Gydnabyddiaeth Ariannol;

  • mae i “prif ardal” (“principal area”) yr ystyr a roddir gan adran 2(4);

  • mae i “prif ardal arfaethedig” (“proposed principal area”) yr ystyr a roddir gan adran 2(6);

  • mae i “prif awdurdod lleol” (“principal local authority”) yr ystyr a roddir gan adran 2(5);

  • mae i “pwyllgor pontio” (“transition committee”) yr ystyr a roddir gan adran 2(9);

  • mae i “rheoliadau uno” (“merger regulations”) yr ystyr a roddir gan adran 2(2);

  • mae i “trefniadau etholiadol” (“electoral arrangements”) yr ystyr a roddir gan adran 16(4);

  • mae i “yr ymgyngoreion mandadol” (“the mandatory consultees”) yr ystyr a roddir gan adran 19(3).

46Cychwyn

(1)Daw adrannau 25 i 28 a 37 i 43 i rym ar ddiwedd y cyfnod o 2 fis sy’n dechrau â’r diwrnod y caiff y Ddeddf hon y Cydsyniad Brenhinol.

(2)Yn ddarostyngedig i hynny, daw’r Ddeddf hon i rym drannoeth y diwrnod y caiff y Ddeddf hon y Cydsyniad Brenhinol.

47Enw byr

Enw byr y Ddeddf hon yw Deddf Llywodraeth Leol (Cymru) 2015.
