21Adrodd ar adolygiad cychwynnol

(1)Rhaid i’r Comisiwn, ar ôl i’r cyfnod ar gyfer sylwadau o dan adran 20(3) ddod i ben, ystyried ei gynigion gan roi sylw i unrhyw sylwadau a gafwyd ganddo yn ystod y cyfnod.

(2)Yna rhaid i’r Comisiwn lunio adroddiad pellach.

(3)Rhaid i’r adroddiad gynnwys—

(a)yr argymhellion y mae’r Comisiwn o’r farn eu bod yn briodol o ran y trefniadau etholiadol ar gyfer y brif ardal arfaethedig ac unrhyw argymhellion y caiff y Comisiwn farnu eu bod yn briodol ar gyfer newidiadau canlyniadol perthnasol,

(b)manylion yr adolygiad a’r ymgynghoriad a gynhaliwyd mewn cysylltiad â’r cynigion, ac

(c)manylion unrhyw newidiadau i’r cynigion a wnaed yng ngoleuni’r sylwadau a gafwyd ac esboniad paham y gwnaed y newidiadau hynny.

(4)Rhaid i’r Comisiwn—

(a)cyflwyno’r adroddiad a’i argymhellion i Weinidogion Cymru,

(b)cyhoeddi’r adroddiad ar wefan a sicrhau ei fod ar gael i edrych arno (yn ddi-dâl) yn swyddfeydd y prif awdurdodau lleol y mae eu prif ardaloedd i gael eu huno i greu’r brif ardal arfaethedig am gyfnod o 6 wythnos o leiaf gan ddechrau â’r dyddiad cyhoeddi,

(c)anfon copi o’r adroddiad at yr ymgyngoreion mandadol a’r Arolwg Ordnans, a

(d)hysbysu unrhyw berson arall a gyflwynodd dystiolaeth neu a wnaeth sylwadau mewn perthynas â’r adroddiad a gyhoeddwyd o dan adran 20 sut i gael copi o’r adroddiad.

(5)Nid yw adran 29(8) o Ddeddf Llywodraeth Leol (Democratiaeth) (Cymru) 2013 (dim argymhellion i gael eu gwneud neu eu cyhoeddi yn y 9 mis cyn etholiad cyffredin) yn gymwys yn achos argymhellion o dan yr adran hon.
