  in relation to a smoke control order in England, the Secretary of State;

  (b)

  in relation to a smoke control order in Wales, the Welsh Ministers;”

(b)in paragraphs (a) and (b) of the definition of “relevant chimney”, after “in England” insert “or in Wales”.
