7Salmon conservation regulations
The Scottish Ministers may make regulations under section 38 of this Act either—
a
on an application to them by—
i
any district salmon fishery board; or
ii
where there is no such board in a salmon fishery district, two proprietors of salmon fisheries in that district; or
b
otherwise.
