13Procedure

Subject to sub-paragraph (2), the Authority may regulate—

a

its own procedure (including the number of members required to constitute a quorum); and

b

the procedure (including the number of members required to constitute a quorum) of its committees and sub-committees.

Any determination as to the quorum for meetings of the Authority or any of its committees or sub-committees must be made at a meeting of the Authority attended by the convener and at least 4 other members.
