11Proceedings

Subject to the remaining provisions of this paragraph, the Committee may regulate—
a
its own procedure (including any quorum);
b
the procedure of any sub-committee (including any quorum).

The Chair must, if present, chair meetings of the Committee or any sub-committee of the Committee.

If the Chair is not available to be present at a meeting of the Committee (or any sub-committee of the Committee), the Chair is to appoint another member to chair the meeting.

The Chair has a casting vote and any person appointed by the Chair under sub-paragraph (3) has a casting vote for the purposes of that appointment.
5
The validity of any proceedings of the Committee (or any of its sub-committees) is not affected by a vacancy in membership nor by any defect in the appointment of a member.
