16. Where the Secretary of State has reasonable grounds for believing that any or all of the requirements of the following regulations have not been complied with —
(a)regulation 7, paragraphs (1), (2) and (3);
(b)regulation 10;
(c)regulation 11; and
(d)regulation 12
she may serve a compliance notice on the producer.
