pay such sums as are payable in accordance with the Commissioner's terms and conditions of appointment;

pay or reimburse any expenses properly incurred by the Commissioner; and

indemnify the Commissioner in respect of any payments agreed under section 28(5) or any other liabilities incurred by the Commissioner.
