51. If the Ministry is satisfied, after such investigation as it thinks fit, that any list prepared under this Order—
(a)of medical practitioners undertaking to provide[F1 primary medical services]; or
(b)of dental practitioners undertaking to provide general dental services; or
(c)of persons undertaking to provide general ophthalmic services; or
(d)of persons undertaking to provide pharmaceutical services; or
(e)of persons undertaking to provide any other services;
is not such as to secure the adequate provision of the services in question, or that for any other reason any considerable number of persons are not receiving satisfactory services under the arrangements in force under this Order [F2or the 2009 Act], the Ministry may F3... make such other arrangements as appear to the Ministry to be necessary.
