The Department shall, at such times, in such manner and subject to such conditions as the Department, with the approval of the Department of Finance and Personnel may think fit, pay to the Authority such sums as are necessary to defray approved expenditure not defrayed under paragraph (2).

The Authority shall comply with such directions as the Department, with the approval of the Department of Finance and Personnel, may give as to the application of moneys which the Authority receives otherwise than under paragraph (1) or under Article 5 (5) and, to the extent that any statutory provision or any such direction does not require the moneys to be applied in a particular manner or for a particular purpose, the Authority shall apply those moneys in the defrayment of approved expenditure.
