The owner of every mine shall establish and maintain the necessary warning and other communication systems to enable assistance, escape and rescue operations to be launched forthwith if necessary.

The manager of every mine shall ensure that in the event of an emergency situation occurring at the mine the warning and communication systems referred to in paragraph (1) are put into operation forthwith.
