The Department of the Environment, in exercise of the powers conferred on it by Articles 31A(1), 31D(1), 31E(1) and 218(1) of the Road Traffic (Northern Ireland) Order 19811 and of every other power enabling it in that behalf, hereby makes the following Regulations:
