The Department of Agriculture and Rural Development(1), being a Department designated(2) for the purposes of section 2(2) of the European Communities Act 1972(3) in relation to the common agricultural policy of the European Community, in exercise of the powers conferred on it by that section, and by Article 3(1) and (2) of the Agriculture (Conservation Grants) (Northern Ireland) Order 1995(4) and of all other powers enabling it in that behalf, and with the consent of the Department of Finance and Personnel, insofar as they relate to payments under regulation 8, hereby makes the following Regulations:
1.—(1) These Regulations may be cited as the Countryside Access (Amendment) Regulations (Northern Ireland) 1999, and shall come into operation on 31st December 1999.
(2) The Interpretation Act (Northern Ireland) 1954(5) shall apply to these Regulations as it applies to a Measure of the Northern Ireland Assembly.
2. At the end of regulation 5 of the Countryside Access Regulations (Northern Ireland) 1996(6) there shall be inserted the following paragraph—
“(3) The Department shall not, in relation to any farmland or farm lane, accept an application for aid received by it after 31st December 1999.”

These Regulations amend the Countryside Access Regulations (Northern Ireland) 1996 as amended, which implement in part a zonal programme approved by the European Commission under Article 7 of Council Regulation (EEC) No. 2078/92 (O.J. No. L215, 30.7.92, p. 85) on agricultural production methods compatible with the requirements of the protection of the environment and the maintenance of the countryside, as amended by Commission Regulation (EC) No. 2772/95 (O.J. No. L288, 1.12.95, p. 35), as in turn rectified by Commission Regulation (EC) No. 1962/96 (O.J. No. L259, 12.10.1996, p. 7).
The amendment provides that the Department shall not accept any application for aid after 31st December 1999.
