The Department of the Environment, in exercise of the powers conferred on it by Articles 65(1) and (2), 67(1) and 110(2) of the Road Traffic (Northern Ireland) Order 1995(1) and of every other power enabling it in that behalf, hereby makes the following Regulations:
1. These Regulations may be cited as the Goods Vehicles (Testing) (Fees) (Amendment) Regulations (Northern Ireland) 2000 and shall come into operation on 19th June 2000.
2. For Schedule 1(2) (fees) to the Goods Vehicles (Testing) Regulations (Northern Ireland) 1995(3) there shall be substituted—

3. The Goods Vehicles (Testing) (Amendment) (Fees) Regulations (Northern Ireland) 1999(4) and regulation 2(3) of the Goods Vehicles (Testing) (Amendment) Regulations (Northern Ireland) 1998(5) are hereby revoked.

These Regulations further amend the Goods Vehicles (Testing) Regulations (Northern Ireland) 1995 as follows—
(1) For vehicles exceeding 3,500 kilograms maximum gross weight—
(a)the fee payable on application for a first test, a periodical test, a re-test or an appeal for a 4 axle rigid vehicle is increased from £32·50 to £35;
(b)the fee payable on application for a first test, a periodical test, a re-test or an appeal is reduced as follows—
(i)for a 2 axle rigid vehicle, from £25 to £23;
(ii)for a 3 axle rigid vehicle, from £30 to £28·50; and
(iii)for an articulated vehicle having a 2 axle drawing vehicle, from £27·50 to £25; and
(c)the fee payable where an application for a re-test is made within 21 days from the date of service of a notice of refusal of a goods vehicle test certificate is reduced from £16·50 to £13 for all vehicles.
(2) For a trailer, the fee payable where an application for a re-test is made within 21 days from the date of service of a notice of refusal of a goods vehicle test certificate is increased from £11 to £13.
The following fees remain unchanged—
for a vehicle of 3,500 kilograms maximum gross weight or under—
the fee payable on application for a first test, a periodical test, a re-test or an appeal remains unchanged at £17, and
the fee payable where an application for a re-test is made within 21 days from the date of service of a notice of refusal of a goods vehicle test certificate remains unchanged at £10;
for an articulated vehicle having a 3 axle drawing vehicle, the fee payable on application for a first test, a periodical test, a re-test or an appeal remains unchanged at £32·50; and
for a trailer, the fee payable on application for a first test, a periodical test, a re-test or an appeal remains unchanged at £22.
