10. The functions which immediately before the transfer date are exercisable by the Department for Regional Development under or for the purposes of Article 8(1)(b), (2) and (7) of the Water and Sewerage Services (Northern Ireland) Order 1973(1) are hereby transferred as from that date to the Office of the First Minister and deputy First Minister.
