3. The functions which immediately before the transfer date are exercisable by the Department of Finance and Personnel under or for the purposes of sections 52(8) and 56(3) of the Northern Ireland Act 1998(1) are hereby transferred as from that date to the Office of the First Minister and deputy First Minister.
