GOVERNMENT RESOURCES AND ACCOUNTS

The Whole of Government Accounts (Designation of Bodies) (Northern Ireland) Order 2005

Coming into operation

25th July 2005

Whereas the bodies listed in the Schedule to this Order appear to the Department of Finance and Personnel (“the Department”) –

(a)to exercise functions of a public nature; or

(b)to be entirely or substantially funded from public money.

And whereas the Department intends the accounts under section 14 of the Government Resources and Accounts Act (Northern Ireland) 2001 (“the Act”) for the financial year ending with 31st March 2005 to relate in part to those bodies.

Now, therefore, the Department in exercise of the powers conferred on it by section 15(1) of the Act and all other powers enabling it in that behalf, hereby makes the following Order:

Title and commencement

1.  This Order may be cited as the Whole of Government Accounts (Designation of Bodies) (Northern Ireland) Order 2005 and shall come into operation on 25th July 2005.

Designation

2.  For the purposes of section 15 of the Government Resources and Accounts Act (Northern Ireland) 2001, the Department of Finance and Personnel hereby designates the bodies listed in the Schedule in respect of the financial year ending with 31st March 2005.

Explanatory Note

(This note is not part of the Order)

This Order designates bodies, for the financial year ending with 31st March 2005, for the purposes of section 15 of the Government Resources and Accounts Act (Northern Ireland) 2001. The Department of Finance and Personnel (DFP) intend to pass the information provided by bodies designated in Part I of the Schedule to this Order to HM Treasury for use in the preparation of published Central Government Accounts (CGA) at United Kingdom level for that year. The designation enables DFP to require those bodies to provide financial information in relation to that year.

In addition, DFP intends to require bodies designated in Part II of the Schedule to ensure that appropriate systems are in place and Consolidation Officers appointed in advance of financial information being required from those bodies in future years for the purposes of Whole of Government Accounts (WGA).

WGA are financial statements prepared on the basis of Generally Accepted Accounting Practice (GAAP) which will cover the whole of the public sector as far as practically possible.
