The Department of the Environment, in exercise of the powers conferred upon it by Articles 65(1) and (2), 67(1) and 110(2) of the Road Traffic (Northern Ireland) Order 1995(1) and of all other powers enabling it in that behalf, hereby makes the following Regulations:
1. These Regulations may be cited as the Goods Vehicles (Testing) (Fees) (Amendment) Regulations (Northern Ireland) 2005 and shall come into operation on 1st October 2005.
2. In the Goods Vehicles (Testing) Regulations (Northern Ireland) 2003(2) for Schedule 1 there shall be substituted –
Regulations 10(2), 13(3) and (4) and 17(4)

These Regulations amend the Goods Vehicles (Testing) Regulations (Northern Ireland) 2003 (“the principal Regulations”) by increasing the fees as follows –
(1) For a vehicle 3,500 kilograms maximum gross weight or under –
(a)the fee payable on application for a first test, a periodical test, a re-test or an appeal is increased from £28·00 to £30·50; and
(b)the fee payable where an application for a re-test is made within 21 days from the date of service of a notice of refusal of a goods vehicle test certificate is increased from £17·50 to £18·50.
(2) For vehicles exceeding 3,500 kilograms maximum gross weight –
(a)the fee payable on application for a first test, a periodical test, a re-test or an appeal is increased as follows –
(i)for a 2 axle rigid vehicle, from £35·00 to £37·50;
(ii)for a 3 axle rigid vehicle, from £45·00 to £48·50;
(iii)for a 4 axle rigid vehicle, from £56·00 to £60·00;
(iv)for an articulated vehicle having a 2 axle drawing vehicle, from £39·00 to £42·00; and
(v)for an articulated vehicle having a 3 axle drawing vehicle, from £51·00 to £55·00.
(b)for 2, 3 and 4 axle rigid vehicles the fee payable where an application for a retest is made within 21 days from the date of service of a notice of refusal of a goods vehicle test certificate is increased from £17·50 to £18·50.
(c)for all articulated vehicles the fee payable where an application for a retest is made within 21 days from the date of service of a notice of refusal of a goods vehicle test certificate is increased from £18·50 to £19·50.
(3) For trailers –
(a)the fee payable on application for a first test, a periodical test, a retest or an appeal is increased as follows –
(i)for a 1 axle trailer, from £32·50 to £35·00;
(ii)for a 2 axle trailer from £33·50 to £36·00;
(iii)for a 3 axle trailer from £34·50 to £37·00.
(b)for all trailer categories the fee payable where an application for a retest is made within 21 days from the date of service of a notice of refusal of a goods vehicle test certificate is increased from £18·50 to £19·50.
