This Order provides for the coming into operation of section 49 of the Disability Discrimination Act 1995, to the extent that it relates to provisions in the Act about the carriage of guide dogs and assistance dogs in taxis and private hire vehicles, and the granting of accessibility certificates and approval certificates in respect of public service vehicles. Section 49 makes it an offence for a person, with intent to deceive, to forge, alter, use, lend or allow another person to use an accessibility or approval certificate or make or have in his possession any document which closely resembles an accessibility or approval certificate, as defined in section 49(1). Section 49(4) makes it an offence to knowingly make a false statement in order to obtain accessibility or approval certificates.
