This Order brings into operation the provisions of the Road Traffic (Northern Ireland) Order 2007 specified in the Schedule.
Article 16 and Schedule 2 amend Part IV of the Road Traffic Offenders (Northern Ireland) Order 1996 (“the Offenders Order”) to enable vehicle examiners to issue fixed penalty notices for fixed penalty offences.
Articles 38, 39 and Schedule 4 provide for a new system of endorsement of driving licences. Article 38 inserts the definition of “driving record” into the Offenders Order. Article 39, together with Schedule 4, provides for endorsable fixed penalties to be issued to drivers who do not hold a driving licence issued in Northern Ireland by enabling their driving record to be checked and subsequently endorsed with penalty points.
Article 86(2) and Parts III and IV of Schedule 8 contain a number of consequential repeals.
