28.  A person shall not bring a consignment of products that does not comply with the import requirements of these Regulations into a warehouse [F1in contravention of Section 2 (customs warehousing) or Section 3 (free zones) of Chapter 3 of Title VII of Regulation (EU) No 952/2013 of the European Parliament and of the Council laying down the Union Customs Code].
