The Scottish Ministers, in exercise of the powers conferred upon them by sections 6(3) and 15(6) and (7) of the Local Government Act 1988(1) and of all other powers enabling them in that behalf, hereby make the following Regulations:
1.—(1) These Regulations may be cited as the Local Government Act 1988 (Competition) (Scotland) Amendment Regulations 2000 and shall come into force on 30th June 2000.
(2) In these Regulations, “the principal Regulations” means the Local Government Act 1988 (Competition) (Scotland) Regulations 1997(2).
(3) These Regulations extend to Scotland only.
2. In regulation 4 of the principal Regulations–
(a)in paragraph (1), for “2002” there shall be substituted “2003”; and
(b)in paragraph (2), for “2001” there shall be substituted “2002”.
3. In regulation 6 of the principal Regulations–
(a)in paragraph (1), for “1st April 2002” there shall be substituted “1st April 2003”;
(b)in paragraph (2), for “1st April 2001 to 30th September 2001” there shall be substituted “1st April 2002 to 30th September 2002”; and
(c)in paragraph (3), for “1st October 2001 to 31st March 2002” there shall be substituted “1st October 2002 to 31st March 2003”.
4. In column 2 of Schedule 6 to the principal Regulations–
(a)for each date in the year 2000, there shall be substituted “31st December 2001”; and
(b)for “2001” wherever it appears, there shall be substituted “2002”.
5. The Local Government Act 1988 (Competition) (Scotland) Amendment Regulations 1999(3) are hereby revoked.

The Local Government Act 1988 (Competition) (Scotland) Regulations 1997 (“the principal Regulations”) make provision as to the introduction in Scotland of compulsory competitive tendering (“CCT”) in respect of functional work falling within certain activities which are defined activities for the purposes of the Local Government Act 1988. These Regulations amend the principal Regulations so as to delay the introduction of CCT for a further period of 12 months, or 31st December 2001 if later.
1988 c. 9; section 6(3) was amended by the Local Government Act 1992 (c. 19), Schedule 1, paragraph 12. The functions of the Secretary of State were transferred to the Scottish Ministers by virtue of section 53 of the Scotland Act 1998 (c. 46).
