5. Where the project is of a type mentioned in Annex II to the Directive the Scottish Ministers shall, for the purposes of determining whether an environmental impact assessment is necessary, consult those mentioned in [F1rule 5(11)] and provide them with the information described in [F2rule 5(6)], unless the Scottish Ministers have already formed the view that the project would be likely to have a significant effect on the environment.S
