The Lord Justice General, the Lord Justice Clerk and the Lords Commissioners of Justiciary, under and by virtue of the powers conferred on them by section 271V(3) and section 305 of the Criminal Procedure (Scotland) Act 19951, section 6(3D) of the Extradition Act 20032, section 11(3) and (4) of the Control of Dogs (Scotland) Act 20103, section 165 of the Criminal Justice and Licensing (Scotland) Act 20104, and of all other powers enabling them in that behalf do hereby enact and declare:
