Subject to paragraph (2) and to regulation 14, payment of a grant may be made to a beneficiary.

No grant is to be paid in respect of an approval unless the Scottish Ministers have been supplied with evidence which satisfies the Scottish Ministers that the amount of expenditure for which payment of a grant is claimed has been incurred by the beneficiary.
