Section 28 (curfew orders) is amended as follows.

In section 39H to be inserted into the 1991 Act—
a
in subsection (1), for “Commission” (in both places) substitute “Secretary of State” and for “it” substitute “the Secretary of State”; and
b
in subsections (2) to (5), for “Commission” substitute “Secretary of State”.

In section 39K to be so inserted, in subsections (2), (4), (5) and (6), for “Commission” substitute “Secretary of State”.
