The Secretary of State may out of money provided by Parliament—
a
pay to the Commission such sums towards their expenditure as the Treasury may approve;
b
defray such expenditure of the Commission as the Treasury may approve.

The payment may be made on such conditions as the Secretary of State imposes with the Treasury’s approval.
