In section 17 of the New Towns Act 1981 (disposal of land by development corporations)—

in subsection (2) (disposals requiring Secretary of State’s consent) there shall be added at the end the words
or

to dispose of any land by way of gift
b
for subsection (4) there shall be substituted the following subsection—

A development corporation has no power to dispose of land by way of mortgage or charge.
