The 1988 Act is amended as follows.

In section 1, after “III” insert “IIIA”.

In sections 1, 2(11), 3(2), 4(1), (2) and (4), 5(1) and (6), 6(2)(a) and (3)(a), 34(2)(c) and (d) and (11), 38(1) and (6) and 39(1) and (4)(a), after “assistance”, in each place, insert “, mediation”.

In section 3(9), after paragraph (a) insert—
