Schedule 17 (which contains amendments of Part 5 of the Education Act 1997 (c. 44) relating to the Qualifications and Curriculum Authority and the Qualifications, Curriculum and Assessment Authority for Wales) shall have effect.

(1)A [F1local authority] may award or authenticate academic and vocational qualifications, and may in particular—
(a)devise and administer a qualification or a course leading to a qualification,
(b)register candidates,
(c)set, administer and moderate examinations or other assessments, and
(d)require the payment of fees in respect of the exercise of the power.
(2)A [F1local authority] may secure the exercise by any other person of such of the authority’s powers under subsection (1) as the authority may specify.
(3)A [F1local authority] may exercise their powers under this section by forming, or participating in forming, or being a member of, a body corporate.
(4)The powers under this section shall be regarded as always having been within the powers of a [F1local authority]; and this section is without prejudice to the generality of the powers of a [F1local authority].
