Sub-paragraph (2) applies if a local authority has not made a resolution under section 2 of the 1982 Act or (as the case may be) paragraph 2(2) above within the period of one year beginning with the coming into force of section 27.

The local authority must, as soon as reasonably practicable, consult local people about whether the local authority should make such a resolution.

In sub-paragraph (2) “local people” means persons who live or work in the area of the local authority.
