(a)after “person” insert “—
(a)”, and
(b)after “apply” insert “, and
(b)for whom the home authority are a local authority in Wales.”
(3)In subsection (4), for “Subsections (5) and (6) apply” substitute “ Subsection (6) applies ”.
(4)Omit subsection (5).
(5)In subsection (6), omit paragraph (b) and the “and” preceding it.
