12Section 26 (approval of implementation strategy) has effect as if—
(a)in subsection (2)—
(i)after “2” there were inserted “or 2A”;
(ii)after “withdraw” there were inserted “or refuse”;
(b)in subsection (3), after “2” there were inserted “, 2A”.
