17 Power to Council to make rules for regulation of its own proceedings. U.K.

Subject to the provisions of this Act, and without prejudice to the rights of the Senate in the making of statutes, regulations, and ordinances for the University of Cambridge, the Council shall have power from time to time to make rules for the regulation of its own proceedings, F1... and also to appoint committees for the purpose of examining all questions referred to them by the said Council.
