The Admiralty may, under regulations to be from time to time made by them appoint to non-commissioned officers and men admitted to the benefits of Greenwich Hospital, in lieu of maintaining them in or at the expense of Greenwich Hospital, such special Greenwich Hospital pensions as to the Admiralty shall seem fit, according to the circumstances of each case, . . .
