The ordinary day of election of mayor shall be the ninth of November,

The election of mayor shall be the first business transacted at the quarterly meeting of the council on the day of election.

An outgoing alderman may vote although the person for whom he votes is an alderman.

In case of equality of votes, the chairman, although not entitled to vote in the first instance, shall have the casting vote.
