With the concurrence of the Lord Chancellor and of the Speaker of the House of Commons, the Lords Commissioners of His Majesty's Treasury, in exercise of the powers conferred upon Them by subsection (1) of Section 8 of the Statutory Instruments Act, 1946, and of all other powers enabling Them in that behalf, hereby make the following Regulations:—
