The Secretary of State for the Environment, as respects England, and the Secretary of State for Wales, as respects Wales, in exercise of the powers conferred on them by sections 54, 56B, 91, 99, 171, 172, 173, 190, 271, 277A, 287, 2901 of and Schedule 11 to, the Town and Country Planning Act 19712, sections 1(5) and 6 of the Town and Country Planning Act 19843, and of all other powers enabling them in that behalf, hereby make the following Regulations:
