The Secretary of State for Social Services, in exercise of powers conferred upon him by sections 2(1B)1, (2) and (3), 4(1), 22(1)2, 24(1)3, 24(5) and paragraph 1 of Schedule 1 to the Child Benefit Act 19754, and of all other powers enabling him in that behalf, after reference to the Social Security Advisory Committee5, hereby makes the following Regulations:—
