Whereas in pursuance of section 2(3) of the House of Commons (Redistribution of Seats) Act 1949(1) the Boundary Commission for Scotland submitted to the Secretary of State a report dated 29th December 1986 with respect to the areas comprised in certain constituencies in Scotland and showing the constituencies into which they recommended, in accordance with the House of Commons (Redistribution of Seats) Acts 1949 and 1958(2), that the areas should be divided:

And whereas in pursuance of section 3(5) of the Parliamentary Constituencies Act 1986(3) the Secretary of State has laid that report before Parliament together with the draft of this Order in Council to give effect to the recommendations contained in the report and each House of Parliament has by resolution approved the said draft:

Now, therefore, Her Majesty, in pursuance of section 4 of the Parliamentary Constituencies Act 1986, is pleased, by and with the advice of Her Privy Council, to order, and it is hereby ordered, as follows:—

Citation interpretation and commencement

1.—(1) This Order may be cited as the Parliamentary Constituencies (Scotland) (Miscellaneous Changes) Order 1987.

(2) In this Order—

“the 1983 Order” means the Parliamentary Constituencies (Scotland) Order 1983(4);

“electoral area” in relation to a region or islands area means an electoral division and, in relation to a district, means a ward within the meaning of section 5 of the Local Government (Scotland) Act 1973(5);

“local government area” means a region, islands area or district.

(3) Subject to section 4(6) of the Parliamentary Constituencies Act 1986, this Order shall come into force on the fourteenth day after the day on which it is made.

Ayr and Cunninghame South

2.  For the county constituencies of Ayr and Cunninghame South as constituted by the Schedule to the 1983 Order (and described by reference to local government areas and electoral areas as they existed on 18th February 1983), there shall be substituted the constituencies which are named in column (1) of Part I of the Schedule to this Order and comprise the areas set out opposite in column (2), which areas are local government areas and electoral areas as they existed on 29th December 1986 (and accordingly as altered by the Kyle and Carrick District and Cunninghame District (Drybridge and Barassie/Gailes Foreshore) Boundaries Amendment Order 1984(6).

Clackmannan, and Perth and Kinross

3.  For the county constituency of Clackmannan and the county constituency of Perth and Kinross as constituted by the Schedule to the 1983 Order (and described by reference to local government areas and electoral areas as they existed on 18th February 1983), there shall be substituted the constituencies which are named in column (1) of Part II of the Schedule to this Order and comprise the areas set out opposite in column (2), which areas are local government areas and electoral areas as they existed on 29th December 1986 (and accordingly as altered by the Central and Tayside Regions and Clackmannan District and Perth and Kinross District (Backhill, Glendevon) Boundaries Amendment Order 1984(7).

Dumbarton and Stirling

4.  For the county constituencies of Dumbarton and Stirling as constituted by the Schedule to the 1983 Order (and described by reference to local government areas and electoral areas as they existed on 18th February 1983), there shall be substituted the constituencies which are named in column (1) of Part III of the Schedule to this Order and comprise the areas set out opposite in column (2), which areas are local government areas and electoral areas as they existed on 29th December 1986 (and accordingly as altered by the Central and Strathclyde Regions (Croftamie) Boundaries Order 1982(8).

East Lothian, and Roxburgh and Berwickshire

5.  For the county constituency of East Lothian and the county constituency of Roxburgh and Berwickshire as constituted by the Schedule to the 1983 Order (and described by reference to local government areas as they existed on 18th February 1983), there shall be substituted the constituencies which are named in column (1) of Part IV of the Schedule to this Order and comprise the areas set out opposite in column (2), which areas are local government areas as they existed on 29th December 1986 (and accordingly as altered by the Lothian and Borders Regions and East Lothian and Berwickshire Districts (Monynut and Bothwell Valleys) Boundaries Amendment Order 1984(9).

Edinburgh South and Midlothian

6.  For the burgh constituency of Edinburgh South and the county constituency of Midlothian as constituted by the Schedule to the 1983 Order (and described by reference to local government areas and electoral areas as they existed on 18th February 1983), there shall be substituted the constituencies which are named in column (1) of Part V of the Schedule to this Order and comprise the areas set out opposite in column (2), which areas are local government areas and electoral areas as they existed on 29th December 1986 (and accordingly as altered by the City of Edinburgh District and Midlothian District (Danderhall) Boundaries Amendment Order 1985(10).

Hamilton and East Kilbride

7.  For the burgh constituency of Hamilton and the county constituency of East Kilbride as constituted by the Schedule to the 1983 Order (and described by reference to local government areas and electoral areas as they existed on 18th February 1983), there shall be substituted the constituencies which are named in column (1) of Part VI of the Schedule to this Order and comprise the areas set out opposite in column (2), which areas are local government areas and electoral areas as they existed on 29th December 1986 (and accordingly as altered by the East Kilbride and Hamilton Districts (Greenhall Estate, Blantyre and Torrance House, East Kilbride) Boundaries Amendment Order 1984(11).

Strathkelvin and Bearsden and Clydebank and Milngavie

8.  For the county constituencies of Strathkelvin and Bearsden, and Clydebank and Milngavie as constituted by the Schedule to the 1983 Order (and described by reference to local government areas and electoral areas as they existed on 18th February 1983), there shall be substituted the constituencies which are named in column (1) of Part VII of the Schedule to this Order and comprise the areas set out opposite in column (2), which areas are local government areas and electoral areas as they existed on 29th December 1986 (and accordingly as altered by the Strathkelvin District and Bearsden and Milngavie District (Dougalston) Boundaries Amendment Order 1986(12).

Re-arrangement or adaptation of registers

9.  The electoral registration officer for each of the constituencies referred to in articles 2 to 8 above shall make such re-arrangement or adaptation of the registers of parliamentary electors as may be necessary to give effect to this Order.

Explanatory Note

(This note is not part of the Order)

This Order gives effect without modification to the recommendations contained in the report of the Boundary Commission for Scotland dated 29th December 1986. The report contains proposals for changes to the areas of certain parliamentary constituencies where local government area changes have resulted in inconsistencies between local government boundaries and the boundaries of parliamentary constituencies. Articles 2 to 8 of, and the Schedule to, this Order set out and describe the new constituencies, the boundaries of which will be consistent with the revised local government boundaries at 29th December 1986.

By virtue of section 4(6) of the Parliamentary Constituencies Act 1986, the new constituencies will only have effect from the next parliamentary general election.
