Coming into force in accordance with Regulation 1
The Secretary of State for the Environment, as respects England, and the Secretary of State for Wales, as respects Wales, in exercise of the powers conferred by sections 3(1), 10(1), 12(3), 30(4), 104(1) and 105(1)1 of the Control of Pollution Act 19742 and of all other powers enabling them in that behalf, and, in the case of regulation 9, after having regard to the matters referred to in section 4(3), make the following Regulations:—
