The Secretary of State for Transport in exercise of the powers conferred on him by section 5 of, and paragraph 4(5) of Schedule 2 to, the Dock Work Act 1989(1) and of all other powers enabling him in that behalf hereby makes the following Regulations with the consent, so far as paragraphs 7 and 9 of the Schedule thereto are concerned, of the Treasury:
