ROAD TRAFFIC
These Regulations lay down the procedure to be followed by local authorities in England and Wales in connection with the making by them of the main types of traffic and parking place orders under the Road Traffic Regulation Act 1984. The Regulations restate with modifications in a single, uniform code the separate procedures which formerly applied in London and in the rest of England and Wales respectively (see regulation 1). The main changes are referred to below.

The Secretary of State for Transport and the Secretary of State for Wales, in exercise of their powers under sections 30(6) and 124 of and Part III of Schedule 9 to the Road Traffic Regulation Act 19841 (“the 1984 Act”), section 8 of and Schedule 5, paragraph 7 to the Local Government Act 19852 and of all other enabling powers, after consultation with representative organisations in accordance with section 134(2) of the 1984 Act, and after consultation in accordance with paragraph 23 of Schedule 9 to the 1984 Act, hereby make the following Regulations:–
