The Secretary of State for Transport and the Secretary of State for Wales, in exercise of their powers under sections 30(6) and 124 of and Part III of Schedule 9 to the Road Traffic Regulation Act 1984(1) (“the 1984 Act”), section 8 of and Schedule 5, paragraph 7 to the Local Government Act 1985(2) and of all other enabling powers, after consultation with representative organisations in accordance with section 134(2) of the 1984 Act, and after consultation in accordance with paragraph 23 of Schedule 9 to the 1984 Act, hereby make the following Regulations:–
