The 1977 Regulations made provision with respect to enforcement by local authorities of the Health and Safety at Work etc. Act 1974 (“the 1974 Act”) and the other relevant statutory provisions within the meaning of that Act. In addition to minor and drafting amendments, these Regulations make the following changes of substance:— ARRANGEMENT OF REGULATIONS 1 Citation and commencement. 2 Interpretation. 3 Local authorities to be enforcing authorities in certain cases. 4 Exceptions. 5 Arrangements enabling responsibility for enforcement to be transferred. 6 Arrangements enabling responsibility for enforcement to be assigned in cases of uncertainty. 7 Repeals and revocations. Schedule 1 Schedule 2 1989 No. 1903 Made 16th October 1989 Laid before Parliament 24th October 1989 Coming into force 1st April 1990 The Secretary of State, in exercise of the powers conferred on him by sections 15(1) and (3)(a) and (c), 18(2) and 82(3)(a) of the Health and Safety at Work etc. Act 1974 (“the 1974 Act”) and of all other powers enabling him in that behalf and for the purpose of giving effect without modifications to proposals submitted to him by the Health and Safety Commission under section 11(2)(d) of the 1974 Act after the carrying out by the said Commission of consultations in accordance with section 50(3) of that Act, hereby makes the following Regulations: 1974 c. 37; sections 15 and 50 were amended by the Employment Protection Act 1975 (c. 71), Schedule 15, paragraphs 6 and 16 respectively.
