The Chairman of the Commission or any other member of the Commission nominated by the Chairman for the purposes of this rule may on the application of any person or of his own motion give such directions as he thinks fit as to any matter of procedure relating to proceedings before the Commission, including (without prejudice to the generality of the foregoing) directions fixing or varying the date of any public hearing by the Commission.
