5. In section 201 of the 1983 Act–
(a)in subsection (1) after the words “the Secretary of State” there shall be inserted the words “and except in the case of regulations under section 29(8)”;
(b)in subsection (2), as amended by paragraph 69 of Schedule 4 to the Representation of the People Act 1985(1), after the words “otherwise than under” there shall be inserted the words “section 29(8) above or”.
