Whereas a draft of this instrument was laid before Parliament in accordance with the provisions of section 167(1) of the Social Security Act 19751 and approved by resolution of each House.
Now, therefore, the Secretary of State for Social Security, in exercise of powers conferred by sections 36(4)(c), 36A(4), 128(2), 129(1), 131, 132 and 166 of, and Schedule 20 to, the Social Security Act 19752 and of all other powers enabling him in that behalf, after agreement by the Social Security Advisory Committee that proposals to make these Regulations should not be referred to it,3 hereby makes the following Regulations:
